Disposition of High-Level Radioactive Waste Through Geological Isolation : Development, Current Status, and Technical and Policy Challenges

USED FUEL DISPOSITION CAMPAIGN INTERNATIONAL ACTIVITIES IMPLEMENTATION PLAN 1. INTRODUCTION The management of used nuclear fuel and nuclear waste is required for any country using nuclear energy. This includes the storage, transportation, and disposal of low and intermediate level waste (LILW), used nuclear fuel (UNF), and high level waste (HLW). To select a geological disposal site for high-level radioactive waste in Japan, the government of Japan enacted the Designated Radioactive Waste Final Disposal Act in 2000 to specify the procedure for repository site selection. 1. Introduction. After more than 25 years and a cumulative expenditure of $15 billion (Gaffigan, 2011), the U.S. Government׳s program to dispose of commercial used nuclear fuel (UNF) at the Yucca Mountain site in Nevada has been largely dismantled.UNF containing 66,000 metric tons of heavy metal (MTHM) awaits permanent disposal (Wagner et al., 2012). Plenary speakers will include Frank Parker, Distinguished Professor of Water Resources Engineering at Vanderbilt University, and chairman of the National Research Council's Board on Radioactive Waste Management at the time that it produced the Council's 1990 Rethinking High-Level Radioactive Waste Disposal report (NRC, 1990). Dr. Get this from a library! Disposition of High-Level Radioactive Waste Through Geological Isolation:Development, Current Status and Technical and Policy. [National Research Council Staff] Progress in the management of China’s radioactive waste (RAW) is described, including waste generation, waste management policy, and current practices in regional disposal of low and intermediate level waste (LILW) and development of a geological disposal facility for hight level waste (HlW). In addition to the used fuel and high-level waste that will contain most of the highly-radioactive elements, secondary waste or products including low-level waste, and depleted uranium will require safe management and disposition. On December 22, 2015, the Commission, in Staff Requirements Memorandum (SRM)-SECY-15-0094,"Historical and Current Issues Related to Disposal of GTCC Low Level Radioactive Waste (LLRW)" (ADAMS Accession No. ML15356A623), directed the NRC staff to develop a regulatory basis for disposal of GTCC and transuranic waste through means other than a Abstract. Geologic repositories for radioactive waste are evolving from conceptualization to the development of specific designs. Estimates of long-term hazards must be based upon quantitative predictions of environmental releases over time periods of hundreds of thousands of years and longer. In 1957, a report the National Academy of Sciences, The Disposal of Radioactive Waste on Land, recommended the geologic disposal of radioactive wastes. As a result, the Atomic Energy Commission (AEC) began to investigate the concept of mined geologic repositories. The search for potential repositories continued through the 1960s and 1970s. 45 NEA OECD 1999 Geological disposal of radioactive wastereview of developments from ENGINEERIN 3200 at Delft University of Technology Project Scope: The National Academies will evaluate the general viability of the U.S. Department of Energy’s (DOE’s) conceptual plans for disposing of surplus plutonium in the Waste Isolation Pilot Plant (WIPP) to support U.S. Commitments under the Plutonium Management and Disposition Agreement, identify gaps, and recommend actions that could be taken DOE and others to address those gaps. We consider the disposal of spent nuclear fuel and high-level radioactive waste in horizontal holes drilled into deep, low-permeable geologic formations using directional drilling technology. Residual decay heat emanating from these waste forms leads to temperature increases within the drillhole and the surrounding host rock. A deep geological repository is a radioactive waste repository excavated deep within a stable geologic environment (typically below 300 m or 1000 feet). It entails a combination of waste form, waste package, engineered seals and geology that is suited to provide a high level of long-term isolation and containment without future maintenance.
